The image of six-year-old Bradley Lowery, a Sunderland fan, was displayed at a game between Sheffield Wednesday and Sunderland on Friday.
Bradley was diagnosed with neuroblastoma when he was 18 months old, and he died in 2017 at the age of six.
Two men, aged 27 and 31, were arrested on Saturday in connection with the incident.
The 31-year-old, Dale Houghton from Rotherham, has now been charged with a public order offence. He was remanded in custody and is set to appear at Sheffield magistrates’ court on Monday morning.
The 27-year-old has been released on bail while police enquiries continue.
Following the incidents, more than £11,000 has been raised for the Bradley Lowery Foundation, a charity set up in his name after his death.
